Charter
DUA-FND-CHR-001A // UNCLASSIFIED // Ratified 01 JAN 2026 // Revision date 21 OCT 2026
Preamble
Established 01 JAN 2026, the Department of the Unnatural and Anomalous exists to apply systematic, evidence-based investigation to reported phenomena that have not yet been adequately explained.
Nature of the Department
The DUA is a private, independent investigative body. It holds no affiliation with any federal, state, or municipal authority and receives no public funding. Its findings carry weight only to the extent that its methods are sound.
Scope of inquiry
The Department studies reported phenomena that have not been adequately explained, whether because they have not been rigorously investigated or because existing explanations do not account for the evidence. These include:
- Unclassified biological organisms
- Unidentified aerial phenomena
- Sites exhibiting anomalous geological, electromagnetic, or atmospheric properties
- Events of undetermined origin
- Any other reported phenomenon that has not been adequately explained
The primary area of study is the United States, with field operations throughout the United States. Inquiry is not limited by national borders.
Methodology
- Investigations begin without a presumed conclusion. Every plausible explanation, conventional or anomalous, is considered and tested against the evidence.
- Conclusions are drawn from what the investigation finds, and rest on documented evidence, each item graded for reliability and independence.
- Observation is recorded separately from interpretation.
- All conclusions are provisional. Each verdict reflects the best assessment of the evidence available at the time and is revised when new evidence warrants.
Commitments
- The Department operates within the law at all times.
- The Department may withhold information, chiefly to protect the safety of individuals or the integrity of an investigation. It does not state falsehoods.
- Assessed danger levels are always made public, so that individuals can make informed decisions about their own safety.
- The identities of witnesses are held in confidence, unless a witness chooses to be named.
- The Department does not intervene in private or public life except by request, or where there is an imminent risk to human life. In such cases it acts to preserve life, within the law.
- Release of records is discretionary and governed by Transparency Directive 7 (DUA-INT-TD-007).
Direction
The Department is directed by the Umbra, who holds final authority. Command, personnel, and records are governed by the DUA Governance Instrument (DUA-FND-GOV-001).
